Improve "Previews" feature with a proper "Webview" in the sidebar (like Trae)

Love the new "Previews" feature! 🎉✨
However, I'd love for there to simply be a "Preview" tool in the sidebar like how Trae has a "Webview" tool. 
Prompting the AI just to Preview is kinda strange. It should be an option at all times. Just click the "Preview" tool in the sidebar.

I do like the "Globe" tool that we have in the chat as well (but that leads to a prompt, it should just open the tool).

It could also be in both places (in the sidebar and above the chat), for convenience.
